    I don't know if you have the capability to do this in TN but if you have a good friend or access to information as to the actual note holder go around the REO agent who is stalling you. I say the note holder because if you try to go to the servicer or Asset Manager for the Servicer you could if applicable in TN have a complaint logged against you with whoever regulates RE in TN.
